Flora plays with a kind of tiki-taka that in a way penalizes him. I mean, obviously a player adapts to the team he goes.
It's a similar situation to what happened to Sander Post when he returned to Flora from Norway. He left being the top-scorer, and he returned in a XI that was not feeding him as before. Because Flora likes to move the ball all over the pitch and there are not many crosses or long balls to work with. The most important goal he scored (1-0 win away to Narva) came from a cross headed on 93'. In my opinion, it is obviously natural player shall adapt, but at the same time any coach shall consider another alternative if the usual game doesn't work. It was much seen against Kalju pressing high and pushing up field. Sakari entered only about the hour, but basically didn't receive any significant ball to work on.
I agree he can be a clinical sub, but I think he can score even more if Flora start to implement a variation to their game (especially in big clashes and deadlocked games).
P.S.: if you want to draw a rather big comparison, it's like when Zlatan went to Barcelona and basically never glued into the game...of course, a comparison to be taken with a big pinch of salt
