Both Villa and Everton have agreed the asking price for the winger, who has put in a transfer request.
Toon boss Kevin Keegan wants to keep Milner, 22, but he is determined to leave.
And after spending a season on loan at Villa two years ago, he is likely to join Martin O’Neill’s band of young English prospects.
O’Neill has recruited Luke Young and Nicky Shorey this summer and signed Curtis Davies after a year’s loan.
But he still wants an attacking winger to complement Ashley Young.
KEVIN KEEGAN is poised for a furious showdown with Dennis Wise if James Milner is allowed to leave Newcastle.
Milner handed in a transfer request yesterday — just five days before Monday’s deadline — and Toon boss Keegan believes the young winger feels he is being driven out.
Sources close to the unsettled England Under-21 star claim he has been forced into drastic action after executive director Wise twice turned down requests for new contract talks.
Milner, 22, signed a four-year deal last season worth £30,000 a week but feels he should be up there with big earners like Damien Duff and Joey Barton, who are paid twice as much.
Aston Villa are now expected to make a £10million bid.
Keegan said: “I don’t even want to talk about losing him.”
