Why the Flora sector shows a flag not-even-so-vaguely hinting at some nazi symbols?

I am not criticizing the rune itself, I know they don't come from nazism but were stolen from Celtic tradition.
However, that flag displayed in Flora sector is quite evidently resembling this one:

Well, you can put an endless list of historical flags. However, this type of flag, in a fans sector, it has a precise identification, let's not beat it around the bush.
If exposed in Germany, it would be removed and the people who put it given a ban from stadium. So I guess there's a difference.

If I were to bet money on the most expected answer, this was my first choice.
Doesn't help saying 'this is not Germany' - provided I am aware of all the nuances there have been in Estonian history between Nazi Germany and Communist Russia.
The solution is simple: no political signs (whichever) at games. We don't need to dig history and excuses.
