The four Italian professional levels have different rules about non-EU signings: Lega Pro teams from both divisions may not buy any non-EU players. It does not matter if the club selling the non-EU player is Italian. In Serie B, teams can only buy non-EU players from Italian teams of all levels. Serie A has a detailed set of rules as follows: If a Serie A club had none or just one non-EU player in the roster on the 30th of June 2013, the club is entitled to buy non-EU players from foreign clubs until the limit of three is reached, without any restriction.
If a Serie A club has exactly two non-EU players in the roster on the 30th of June 2013, the club is entitled to buy one non-EU player from a foreign club without any restriction, until the limit of three is reached. Furthermore, the club can buy one additional non-EU player from a foreign club, provided that he replaces a non-EU player on at least one of these conditions:
the replaced player is sold to a foreign club
the replaced player’s contract expired on 30/06/2013
the replaced player obtained European citizenship after the 1st of February 2013
If a Serie A club has three or more non-EU players in the roster on the 30th of June 2013, the club is entitled to buy two non-EU players from foreign clubs provided that both of them replace a non-EU player each on at least one of these conditions:
the replaced player is sold to a foreign club
the replaced player’s contract expired on 30/06/2013 (this condition can apply to only one of the replaced players)
the replaced player obtained European citizenship after the 1st of February 2013
Serie A teams can buy non-EU players within the Italian transfer market with no restriction. Non-EU players that have been signed during the summer window may not be sold until the following window.
